Hire Jerry West and Give him the titles of GM and President of Basketball Operation.
West will be around only for a couple years as GM and he will bring his heir apparent for the GM position and stay around as President for a few years as a buffer between the new GM and Kohl and the meddlers.
Having West here for 4 or 5 years in any capacity could actually get this cleaned up.
You would have to pay like a high profile coach, but it would be money well spent.
I love John Hammond bit Hammond just would not last long with Kohl and his handlers. Within the first year there would be a crisis of management and Hammond would quit.
Then hopefully by then a group of local investors can be found.
You have to bring someone in that Kohl will listen to. Now weigh his opinion but will leave him and alone because he knows he knows more then he does about basketball.
If Herbie sees any crack in the armor he and his army of meddlers will start interfering and hovering.
I know West is a long long long of long shots but the Bucks need a heavy hitter.
It isn't just a question of the guy knowing BB. With Kohl it is about street cred. He gave Karl a great deal of autonomy because of Karl's name.

Fine. At least he would come in here and have a plan instead of trying to get talented players at every position, with no thought of how well they would play together. Give Redd a defense-minded distributor at pg and a couple more good help defenders at pf/c and he would look a lot better.

Two things that will keep West out:
1) He already thought Memphis was too provincial. Milwaukee won't be much better.
2) He is extremely competitive and taking another GM job would be too taxing. I know it was a long time ago, but getting Shaq to the Lakers took a ton out of him. Working in Memphis took a lot out of him, and he is getting pretty old. He's already dealt with one team having ownership questions, so dealing with Kohl hear wouldn't be a good idea
