Well basketball isn't popular in the UK or Ireland. Germany it kinda has a following but not as big as Eastern Europe, Italy, France, and Spain.
Eastern Europe has alot of war and stuff going on so they're not a good market. That leaves the following cities:
Madrid
Barcelona
Paris
Rome
Milan
But also China is a huge market and should also be considered.

Hong Kong

Hell no. Leave the NBA on the other side of Atlantic Ocean.
