I disagree. I've never liked the way the draft positioning system works, for the NBA or NFL. Despite the logic behind it, it essentially rewards teams for tanking and punishes good teams.
With players salaries so high, and how hard it is for mediocre teams above the cap to rebuild, we're seeing way too many teams blowing everything up and starting over from scratch.
I'm not saying that teams that win out should necessarily be lotto eligible, but I think that if a team has good management and coaching, they should be able to keep their contending window open. Rather than be forced to rebuild every 6-8 years because they get the latest picks in the draft every single year no matter what.
