Okay, take the 15th player on every team in the league and flat out eliminate him. Take his livelihood why don't ya!
Watered down is a relative thing. In time the talent level rises to meet the amount of players playing. C'mon, we're almost to that point. The draft should bring the talent level higher overall to the NBA...

No one is going to miss the roster Miami thew out there the last two weeks. Those are the players left playing in the D-League or in Euro. It will never happen, but I'm sure the NBA as a whole is not going to miss playing in Memphis or LA 4 times a year.
Dan Dickau, Paul Davis, Josh Powell, Quienten Ross, Brevin Knight, Aaron Williams, Shawn Livingston, Casey Jacobson, Aaron McKie, Marcus Vinicius, Andre Brown, Jason Collins, Kwame Brown and Brian Cardinal.
What do all those name have in common? Players that no one will miss if they just vanished and they are all on the same two teams I already mentioned. These kind of players are on every team and could use time in Europe to develop or take vet min contracts as backup only replacing the D-Leagues of 36yo vets on some of the other teams.
