From Coon's FAQ:When a team signs a first round draft pick in a year other than the year in which he was drafted, the player is signed using the salary scale for the year in which he is signed, not the year in which he was drafted. An exception to this is for players drafted prior to 2005, under the previous CBA.
Vasquez was 2005, ie not prior to 2005, so he would be signed using the salary scale for the year in which he is signed.
I agree with this CBA FAQ quote. But I know I have read in several media outlets that there are alternatives. Unfortunately, I cannot recall where I read this. What seems very clear is that the O-Sen will run loads of these stories in the coming off-season. So I am taking a "hurry-up-and-wait" stance on the contract status of Vazquez.
