Any smart western GM would sign Miles to a 1 year contract, play him for 11 games and then waive him........
then call Portland asking if they want to trade
There is a process outlined in the CBA, that will allow Portland to re-apply for the exemption of Miles's contract at the end of the season if that happened.
If a team did what you said, their intent would be obvious. In that case, there are several sections in the CBA about teams attempting to breach the "intent" or "spirit" of the CBA. If Miles plays a couple of minutes in 10 or 11 games next year, Portland would very likely get his contract off the books again in the off-season.
