I agree with the premise of your post, but those are some bad examples because, with the exception of Utah, the answer is yes, those teams aren't legit.

Statistically the Hawks are awful - far and away the worst playoff team and one of the worst playoff teams ever. They are ONLY team in the playoffs with a negative point differential. That is opponents have scored more points then they have.

That being said we won't know till next year if their recent play is a sign of Celtics inepititude or improving play from the Hawks. It's certainly possible that the Hawks of now are better then Hawks that piled up those bad statistics. Has Bibby and the maturation of Hoford made them a better team or are the C's overrated?

As a C's fan lets hope its the former.
