Signing roiks whom have their rights held

I was thinking about Rudyt Fernandez and the Blazers situation. Now that they'll probably sign him once his season ends, my question revolves around his contract. Since the season is over, would the Blazers be able to sign him once his season in Spain is over and have this year count as his rookie season since the playoffs are still going? Or would they have to wait until after the draft? I'm thinking that it's the latter, but I wanted to make sure that there wasn't a loophole so the Blazers could have him on their official roster before heading into the draft.
