Selective memory is why, which also why Woodson is being considered to be back. For Billy King, people see the roster he put together making the playoff run in Philly and think he can't be all that bad. What everyone is selective forgetting are his mistakes.
Mistakes like this:
Bad signings including free agents and extenstions. By overpaying average players and/or jacking up too long deals he killed Philly's financial flexibility for a decade (Greg Buckner, Eric Snow, Aaron Mc Kie, Derrick Coleman, Kenny Thomas, Brian Skinner) The flexibility came back this summer now that McKie and Webber (paid a total of 28M last year) finally came off the cap.
Questionable trades like Van Horn, Glenn Robinson, and Chris Webber.
No International Scouting.
Questionable coaching decisions like: Ayers, Ford, firing O'Brien, bringing back Larry Brown to lurk over Cheeks.
He has drafted relatively well (Igoudala, Thaddeus, Louis Williams, Dalembert), but with mainly middle of the draft picks it's hard to know what he would have done with the Hawks level of picks. And the Iverson trade worked out for the team, but that's about it. It's also hard to say he had a 10 year run in Philly because the first 5 years of that Larry Brown was the man with the most power, but that's not a positive or negative statement. The one thing that he definitely has over Knight is a willingness and comfort with dealing with the public.
In my opinion Billy King is a lateral move from Billy Knight with as many bad spots on his resume and as few successes. He does seem to be a better scouter of talent for the draft, but that's hardly enough to merit giving the keys to franchise (I think I'm a better talent evaluator than either one, and I'm not suggesting I should be a GM). If he is the hire, then it smacks of a signing of convenience and support for Woodson. He's got experience as a GM and with Woodson as an assistant in 2001 & 2002. He will follow ownership dictates with no public discord. When he got whacked from Philly he stayed visible by being a commentator on NBATV. His long association with Larry Brown suggests that he'll likely be on the same page as Woodson, which could be a good thing or a bad thing.

Let me reiterate the most important point of my post. His prior experience with Woodson probably means he is the GM candidate most likely to say he's comfortable with coming in and supporting Woodson as coach. That would mean he would fit with Gearon's comments on the radio.
Also, I want to say replacing the butt of media's GM comments with another guy who has been the butt of media's GM comments doesn't seem to be a good way of improving franchise respectability.
