From where I am sitting, Perkins isn't the problem. Perkins tends to disappear offensively but common sense says that a player, one who plays in the post, who doesn't get passed the ball all that much in his sweet spots, isn't going to have much offense to begin with. Furthermore, Perkins facilitates ball movement with the starters not named Ray Allen.
While most people, myself included, want Ray to shoot, I think many people aren't paying close attention to what kind of shots he is taking. When he ignores the roller on a pick and forces a shot through a double-team, for instance. It seems many posters just chalk that up to 'star player being doubled' instead of 'poor on the ball decision making'. The way I look at it, Ray could and should pass before the picked player recovers. Often times, the picker is wide open at the front of the tin.
With Perkins, you can't replace his defense with anyone else on the roster, PJ Brown included. Sure, in some options there are better match-ups but, on the whole, Perkins is the superior defender. In fact, I think it can be argued (with plenty to support it) that, if anything, Perkins should be playing more.
I think scaling back some of Ray's minutes is in the best interest of the team.
