If they wanted to keep Boozer, James, and Big Z the Cavs were going to have to pay big and they knew it . Boozer may have asked to be released to make himself more finacially secure but the ball was totally in the Cavs court. They knew they couldn't match the offers Boozer would get on the open market and offered him a lowball deal they would save them $40,000,000.00(including luxury tax) and released him.
As a new unrestircted free agent every team in the NBA had a shot at getting Carlos. Any shady deals made before this are of zero consequence as they are a direct violation of the agreement signed by the Cavs organization, the NBA, and the Players union. So Boozer was under no obligation to honor the illegal "wink and a handshake" offer the cavs ahd made. And teams came courting. The Jazz flush with cash offered a big long term deal to him and he signed.
Did the Cavs cheat the system? Yes and no. They tried to but they go shafted in the end.
Did Boozer cheat the system? Yes and no. He had no control to actually do it. It was up to the Cavs to make it happen.
