What NBA Franchises and Teams are committed to doing ....
What NBA Franchises and Teams are committed to doing whatever they can to win?
It's obvious that in the NBA, every franchise wants to be profitable, however with that in mind, here is a 3 part question involving every NBA team.
Part 1
Which franchises seem to do whatever it takes to build a winning program no matter the cost?
Part 2
Which franchises just do enough to be profitable?
Part 3
Which franchises only care about the profits?
It's obvious that in the NBA, every franchise wants to be profitable, however with that in mind, here is a 3 part question involving every NBA team.

I'd say pt1. Dallas, pt3. Chicago. Cuban seems to do whatever it takes to get a winning franchise, he spends the money, does research, markets the team, isn't afraid to make trades and all the things that good owners do. Chicago on the other hand is one of the few teams that has no excuse not to go into lux tax, and their cheapness has cost them opportunities to improve. JR can't seem to put his ego aside for the betterment of the team either. 2 & 3 seem pretty similar to me, so I couldn't really think of another team to answer that with.

2. any team over the salary cap
3. any team below the salary cap

The Milwaukee Bucks are trying hard to enter into the number 1. category.
Hiring Hammond, Skiles and then getting Jefferson for their lottery pick last year. The franchise is turning it around quickly.

Boston, Dallas, Denver and Phoenix would be in part I. Though Denver hasn't found success, they have been spending a lot.
I think all the teams do just enough to be profitable, but some do things more than others. I'd say the biggest culpret for that is Clippers.
I think New Orleans would have to be in the third, they moved because of it

Umm hiring a new Gm, a coach, and trading a lottery pick for a proven veteran player doesn't constitute a franchise being in the first category.
