Denver will definitely miss the playoffs, and one of Phoenix or Dallas are probably gonna miss them as well.

I think Denver would be the logical choice. Dallas would be another, seeing as that roster is filled with old players. BUT...unlike Denver, they did make changes to improve their team. They have a full camp with Kidd on the roster, a new coach who promises to utilize his best players strengths, and even got their frontcourt rotation settled with Damp/Diop (though they overpaid for him).

Denver meanwhile lost their best defensive player and rebounder, they still have Karl as their coach, they have no infusion of young talent (at least Dallas got Green, as raw as he is, he does have talent and skillset that compliments Kidd's game), they might lose J.R., lost their one true hustle player and great locker room guys in Najera, and their star player is questioning the Camby move.

Denver is the obvious choice here, but looking at the results in this pol has me optimistic the nuggets will make the playoffs
