For all the years the US failed to win an international competition they were ranked number 1. They finally breakthrough and win the Olympics but they fall to number 2. No idea how that works.

It's based on a point system. You get so many points for winning an event, from what I've read from FIBA.com's comment section the 2000 Olympics dropped off so only points from 2002, 2004, 2006, and 20088 remain. Which would explain why the USA is #2. If something similar was done for the NBA I'm sure the Spurs would be ranked #1 instead of the Celtics.

The rankings are done over an 8 year period. Basically, the USA victory in 2000 came off the ranking, and the 2008 victory came in, resulting in a net gain of 0, while I think Argentina didn't even make the medal round in 2000 while they got 3rd in 2008, so they gained points. There was a streak in the middle where the US wasn't exactly great, and that's why their ranking suffers.
