Guard Juan Dixon signed a free-agent contract with the Washington Wizards on Tuesday, returning to the team that drafted him after he led Maryland to an NCAA title.

Dixon played his first three NBA seasons with the Wizards, from 2002-03 to 2004-05. He has also been with Portland, Toronto and Detroit, averaging 8.9 points, 1.7 assists and 1.9 rebounds over six seasons. "He's a proven NBA player. He's a tough, hard-nosed competitor," Wizards president Ernie Grunfeld said.

After beginning last season with the Raptors, Dixon was traded to the Pistons in February. He was selected the Most Outstanding Player of the 2002 Final Four for helping Maryland win the national championship, then was picked in the first round of that year's NBA draft by the Wizards."I'm excited to return to the area and to resume my career with the Wizards," Dixon said. "I'm looking forward to the start of training camp and I'm ready to step in and contribute wherever coach (Eddie) Jordan and the team sees fit."

Bynum, 20, missed the second half of last season when he suffered a knee injury in January, later diagnosed as a bone bruise and dislocated knee cap. He had arthroscopic surgery in the spring, completed six weeks of training in Atlanta and recently began participating in 5-on-5 drills at the Lakers' training facility.

Suffering a season-ending knee injury after a strong start to last season was “super disappointing,” and trying to grow up in the NBA spotlight after being drafted out of high school has been “super tough.” “I was 17 when I was drafted,” Bynum said. “I couldn’t even buy a cell phone.”

“It’s 100 percent,” said Bynum, who will be at the Honda Center on Oct. 7 and Oct. 23 when the Lakers play two of their eight exhibition games in Anaheim.

BONUS SHOTS: Porter said everyone on the squad is healthy. The Suns have 14 players ready for camp after former Iowa State center Jiri Hubalek signed a guaranteed contract in Europe. Griffin said the Suns could add another big man to replace Hubalek, who like invitees Robert Hite and Trey Johnson, wouldn’t have been expected to make the team.

Dragic, a 6-foot-3, 190-pound Slovenian, is slightly bigger than the 6-foot-2, 180-pound Parker, who was born in Belgium and raised in France. “He's a little bit stronger than Tony at this stage,” Porter said. “But I think he's watched a lot of the European point guards. He's tried to take a part from those guys that played in the league and really tried to steal a little piece of their game.”

The Suns acquired rights to the quick, sharp-shooting 22-year-old left-hander in a draft-day trade with the Spurs. The contract is for three years with a team option for a fourth.

Dragic reached a $2 million buyout agreement with his Spanish team TAU Ceramica. The Suns contributed the NBA limit of $500,000. That doesn't count Dragic's salary, which is likely covered in the remainder of the deal. Although Dragic was the 45th overall pick, the Suns considered him second only to No. 1 pick Derrick Rose among point guards in the draft. Dragic said he had been thrilled when Phoenix traded for him, but he wasn't sure that contractual issues with his European club would be resolved in time for him to join the team this season.

Redd Drained: There has been much talk over the past few years about summer commitments to national teams and the effect that has on players during the next regular season, none of it good. The Milwaukee Bucks might want to take heed of some of guard Michael Redd's thoughts as he gets ready for training camp. "The body took a lot of wear and tear, no question about it," Redd told the Milwaukee Journal-Sentinel. "We'll see how it goes, and we'll figure it out. "It was draining, though. I've been trying to get revved up again the last few weeks."

Sure, he didn't play big minutes in the games in Beijing, but the games really are never the issue; the issue is the lack of time off and travel. Redd spent time in Vegas with the USA training camp, then traveled for various tune-up games, and then finally played the Olympic Games. And of course, this is not a Michael Redd issue – it applies to all players who competed in the Olympics. Keep in mind that's not just the 12 on Team USA, but the roughly 30 others who competed for their own national teams at some point in the Olympics. That number doesn't even include names like Chicago's Luol Deng, who just completed playing for Britain in EuroBasket, one of the first steps in making sure the host nation has a team in the 2012 London Olympics.

It's an issue teams need to take into account as they prepare for a long 82-game season. Look for many of these players who played internationally this summer to see lower than average minutes for the first short part of the season, gradually ramping up as the games get more and more important. Of course, that also depends on the coach, many of which feel Game 1 is just as important as Game 82. It's a philosophical thing, but it would be interesting to track all of these players over the course of the season to see if they suffer fatigue injuries and if there is any correlation between minutes played early in the season and the style of their coach. Someone want to get on that?

Possible Coaching Milestones: The other day we touched on possible milestones players could reach this season, but they aren't the only ones who could earn some headlines. In fact, a stellar season for Golden State (and it would have to be considering the offseason turmoil) would leave Don Nelson as the NBA's all-time leader in wins. Lenny Wilkens is the current leader with 1,332, but Nelson is only 52 away from tying that mark. Even if he doesn't get there, expect Nelson to keep coaching and eventually break the mark.

There are other milestones too. L.A. Lakers coach Phil Jackson is just 24 wins from 1,000 for his career and he would be the sixth coach to reach that mark. Interestingly, he would be the fourth active coach with that many, joining Nelson, Charlotte's Larry Brown and Utah's Jerry Sloan (besides Wilkens, Pat Riley is the other).

Denver's George Karl is 21 wins from 900. The L.A. Clippers Mike Dunleavy is 27 wins from 600. Milwaukee's Scott Skiles and Dallas' Rick Carlisle are both 19 wins from 300 – who do you suppose gets their first? Philadelphia's Mo Cheeks is 25 wins and New York's Mike D'Antoni is 33 wins from the same mark. Out of that group, who is your money on? I'll take Cheeks. New Jersey's Lawrence Frank is nine wins from 200, Orlando's Stan Van Gundy is 36, Toronto's Sam Mitchell is 52 and Cleveland's Mike Brown 55.

Are there any noticeable after effects with the knees of Andrew Bynum and Greg Oden?: Expectations are extremely high for the two young big men, especially now that they have received clean bills of health.
The big question now is if they can revert back to where they were before their knee injuries.

Andrew Bynum was quickly becoming one of the best big men in basketball. Always active without the ball, Bynum was often the beneficiary of a well-executed triangle offense while establishing himself as a force defensively. He was finally starting to finish strong after it was something he struggled with in his first two years. Without that explosiveness not only will he once again struggle to complete plays inside, he won't be the defensive force the Lakers are hoping for him to be either. Andrew recently said in a blog entry at his website, AndrewBynum.com that his vertical leap has actually improved this summer. If he indeed is at where reports indicate him to be, prepare yourself to watch him and Pau Gasol wreck havoc in Hollywood.

Greg Oden will be getting his first taste of NBA basketball this season after being hyped as a potential Hall of Famer throughout high school and college. We've seen microfracture surgery just simply be a bump in the road for Amare Stoudemire, but devastating to others. One of the most impressive aspects of Greg's game before was his incredible athleticism. Oden can still be a good player without elite level athleticism as long as his basketball skills improve as Amare's did. If he's improved his skill set and still maintained his speed and leaping ability, watch out.

All summer long we've heard that teams are saving up their money for 2010. The Knicks want to clear space for 2010. The Nets are rebuilding for 2010. The Cavaliers and HEAT want to maintain cap flexibility for 2010 so they can keep their superstars and potentially add another pricy piece. We get it, but what's so special about the free agent crop two years from now? We know about LeBron James and Dwayne Wade. They're the guys most teams are hoping to get lucky and land, but who else is part of this stellar class? Who could change teams, and who will stay put? Two years is a long time in the future, but if the papers are going to buzz about it now, why shouldn't we? A lot of dough is going to be slung around two summers from now; let's take a look at who's going to get it.

LeBron James (P) – People can talk about LBJ and the Knicks all they want, but that doesn't really have legs, especially if they are unable to move Zach Randolph before then. Mike D'Antoni certainly would love to have The King anchor his offense, but that seems unlikely. More possible is the New Jersey Nets, who have gone very young and probably will suffer the next few years for a shot at James when he hits free agency. Nets part-owner Shawn "Jay-Z" Carter and LeBron are buddies, and that could help lure him farther East, but a lot of people believe James will re-up with the Cavaliers when his time comes. They'll be ready to offer him a boatload of money, and it's still his homestate. Kobe never left the Lakers, Michael never left the Bulls (in his prime, that is), and I don't expect LeBron to leave the Cavs. Dwayne Wade (P) – The HEAT know they have to clear tons of space for 2010 so they can not only keep Wade, but also maybe sign another of the guys listed below. Wade's a pretty loyal, nice guy, but he's also going to sick of playing for a team that can't win. Depending on what happens with Shawn Marion and how Michael Beasley develops, he could become disgruntled and look for greener pastures. But expect the HEAT to do all they can to keep him aboard, even if that means spending a ton of money brining in another star-level player. Chris Bosh (P) – Don't forget that Bosh, Wade, and James all signed short extensions so they'd have the option to move on a few years alter. With that said, Bosh moving probably all depends on how well the Jermaine O'Neal trade works out. If O'Neal comes in refreshed and the Raptors dominate the next two seasons on their way to deep playoff runs, why would Bosh want to leave? If the Raps flop, though, it may be time to move on. Amare Stoudemire (ETO) – Shaquille O'Neal and Steve Nash are unrestricted free agents that summer, meaning a lot of money comes off the books. Phoenix will throw a truckload of cash at Amare (as long as he's still healthy) and then look to add another piece around him. Replacing two MVP's won't be easy, and nothing is saying Nash won't still have some gas left in the tank, but Stoudemire is the team's cornerstone for the future. He's not going anywhere, especially since he's in control here with an early termination option. He may not wan to test free agency for another year.

There are a lot of other notables in the free agency class of 2010, each of whom will get plenty of attention from teams with money to spend. The "rest," if such an elite group of players can be so plainly labeled, include:
Joe Johnson
Ray Allen
Josh Howard (T)
Dirk Nowitzki (ETO)
Tracy McGrady
Yao Ming (ETO)
Michael Redd (ETO)
Manu Ginobili
Richard Jefferson
Shaquille O'Neal
Steve Nash
If you're wondering there's already so much hype about a free agent flurry that's still two years away, all you need to do is take a look at the names who will be involved. A lot is going to be at stake, and teams with money will have a pretty unique opportunity to improve themselves drastically just by signing some hefty paychecks.

The Detroit Pistons will host an open practice inside the Oakland University Athletic Center Arena on Thursday, October 2 from 6:30 p.m.- 8:30 p.m. Admission is free for all fans and Oakland University students and doors will open at 5:30 p.m.

Detroit held their open practice at OU last season and from the feedback we got on N4S it was a big hit. It fills up very quickly so if you want to attend make sure you get there early.

Landry To Sign Offer Sheet: League sources have informed HOOPSWORLD that Rockets' restricted free agent Carl Landry will sign a three-year, $9 million offer sheet from the Charlotte Bobcats.

Once signed, the Rockets will have seven days to match the offer, a deal which would put the Rockets very close to the NBA luxury tax. The Rockets have maintained all summer that they would match any deal given to Landry, and it seems Landry is ready to force the issue. League sources said that Rocket's GM Daryl Morey flew out and met with Carl last week and tendered a new offer, rumored to be roughly half of what the Bobcats' are offering.

Sources said Landry is in Charlotte now, and the deal could become official later today.

Portland Passes on Livingston: HOOPSWORLD was told earlier in the day that the Blazers had reached an agreement with Shaun Livingston, but new information has reached us that the team ultimately decided to pass on Livingston in favor of signing Shavlik Randolph.

Randolph, the 6'10" power forward who played with the Philadelphia 76ers last season, won out because he has the size to help fill in while the Blazers are without Raef LaFrentz (shoulder) and Channing Frye (ankle). LaFrentz is out for the season, but Frye could be back some time in November. Until then Randolph will get some minutes and an opportunity to show he belongs in the rotation. His contract is non-guaranteed, so he could be battling Steven Hill and Luke Jackson for a roster spot.

The Miami HEAT and Minnesota Timberwolves remain frontrunners for Shaun Livingston's services.

Honorable Mention

Richard Hamilton - Detroit Pistons: Always a consistent and reliable player, Richard Hamilton has turned himself into one of the NBA's best players especially in clutch moments. His tough nose defense and mid-range game makes Hamilton a handful on a nightly basis.

Steph Coming To Camp: Stephon Marbury is coming to Knicks training camp. We told you yesterday when Newsday ran their story suggesting Marbury would be bought out by week's end that it was not lining up with what the Knicks have been saying internally. Knicks' President Donnie Walsh made his boldest statement on the subject yesterday telling the New York Post: "He is coming to training camp. We have not approached Stephon about a buy-out." The Post also talked to Stephon Marbury directly about the idea of a settlement, something it seems would be necessary for Steph's release to happen and Marbury said he would not be giving back money. "There wouldn't be no negotiation," Marbury told The Post. "They're going to give me all my money. ... If they want to waive me and give me all my money, fine. If not, I'll try to help this organization win the championship. They told me to come to camp in the best shape of my life and I did that. But I don't want to be in a place I'm not wanted." Again, it make perfect sense to release Marbury if the Knicks genuinely view him as a cancer, but several Knicks sources continue to say that the mindset going into training camp is let's see what everyone is really about under Mike D'Antoni and make changes from there. This is what was said when the Zach Randolph rumors surfaced, this is what was said when the Stephon Marbury buy-out rumors started. Before it's all said and done, and before the NBA trade deadline, it is far more likely Marbury is bought out or traded and that Zach Randolph is playing somewhere else, but as training camp opens on Monday expect to see Steph in uniform, standing next to Zach Randolph smiling for the cameras.

IN RELATED:The Knicks have extended an invitation to Allan Houston to participate in training camp again this year, giving the Knicks 17 players on the roster. Houston is considered a long shot to make the team, but its expected that if he does not make the team he will join the team as a special advisor, likely in a player development role. Houston tried for a comeback last year and ultimately took himself out of the running after his body did not respond well to the rigors of camp. Houston's shot is said to be falling as crisply and fluidly as ever, but the questions revolve around his knees, and in Mike D'Antoni's system Houston will be expected to run the floor. The Knicks like Houston's demeanor and leadership and view him as someone who can help stabilize a rocky locker room.

The Bulls and Ben Gordon Pt 2 : Make sure you check out Joel Brigham's piece on Ben Gordon, it's fairly spot on with what's going on with the Bulls and Gordon. There were some reports this week about teams having had talks with the Bulls about a sign-and-trade. There have been several teams that have talked about a deal with the Bulls and fans are of course tossing in their ideas of deals that might work. There are a couple of points you have to consider. First, the Bulls are sitting at $63.4 million in salary commitments, which includes the $6.4 million Qualifying Offer sheet for Ben Gordon. Let's say the Bulls go to $10 million for Ben that pushes their salary commitment to $67 million. That's as far as the Bulls are willing to go budget-wise, and that's even pushing it. So signing and trading Ben Gordon means taking on more cash and the Bulls just are not open to that. Every scenario presented this summer has the Bulls taking on contracts or players they do not want in order to get something back for Ben. The Bulls are absolutely in the driver's seat in this situation. Its ugly, it's a distraction and it's not going to go away anytime soon. The one thing you can be sure of is the Bulls are not going to make a deal that brings in more salary; if they were open to a higher salary number they'd give it to Ben. The Bulls will not simply give Ben Gordon away either. The stalemate has no signs of a reasonable conclusion until Camp Gordon understands that what you want in a deal is not what matters, it's what the market says your worth and you having data to back that up. Ben Gordon has neither.

Will Dumars Carry The Water?: Joe Dumars was angry after the Pistons lost to Boston in the Conference Finals this summer. He abruptly fired Flip Saunders' and proclaimed that there would be "significant roster" changes. With training camp set to open on Monday for the Pistons, there was very little roster change. In fact of all the teams in the playoffs last year, the Pistons made the fewest moves of them all. So the question becomes when does Joe Dumars become accountable for the state of the Pistons? Before we go there, let's define the role of the General Manager: assemble a winning team, maintain financial flexibility, develop talent and preserve assets. I have never seen a GM call a play, make a shot, grab a rebound or miss a dunk in his role as GM. Let's set the record straight. The Pistons have won 50 games or more over the past 7 seasons. In those seven seasons the Pistons have gotten to the Eastern Conference Finals five times and to the NBA Finals twice in those seven years, winning the whole thing in 2003-2004. Put a winner on the floor - check. The Pistons have been one of the best in the business at retaining talent at reasonable prices. Look at Chauncey Billups' most recent deal - $60 million for five years - considering Gilbert Arenas just signed $111 million contract for six years. The Pistons have been very good at the financial side of the business as well avoiding luxury tax while being consistently one of the most productive teams in the East. The Pistons have $67.9 million in salary commitments this year, $52.9 next season, and will have as much as $25 million in cap space in 2010, The Summer of LeBron, Dwade and Chris Bosh. Financial flexibility – check. Develop talent - who would argue that Rodney Stuckey, Jason Maxiell and Amir Johnson have not been outstanding finds? Stuckey and Maxiell are among the best young players in the East. Develop talent – check. Preserve assets – The Pistons own all of their draft picks going forward in both the first round and second round, as well as owning two 2nd round picks in 2009 (Toronto and Minnesota) and a 2011 2nd round pick from Toronto. Preserve assets – check. If the measure of a general manager is simply hardware, you can blame Dumars, but in reality the measure of a general manger should be about building a team that can consistently compete every year, and since Dumars has taken over the Pistons, few franchises have seen the year in and year out success Detroit has seen. Given how flexible their situation is going forward they could remain among the league elite for a long time coming, and that's directly because of Joe Dumars.

Marcus in Akron, Ohio: Are you ready for Mo and LeBron to be the best 1-2 punch in the basketball world this season?

Steve Kyler: As I said, I think Mo will be a nice addition... best in the world... thats tough... I like Nash to O'Neal... Williams to Boozer... CP3 to anyone in a Hornets jersey... Kobe to himself... much better combos but best back court in the league is still Billups to Hamilton.

Dragic and Fernandez: Two international players joined their teams on Monday. Point guard Goran Dragic of Slovenia finally got through a complicated buy-out from Tau Ceramica and signed with the Phoenix Suns for four years. Shooting guard Rudy Fernandez arrived in Portland, having already inked a contract with the Trail Blazers, to join his team for training camp. Fernandez was a big part of the Spanish National Team that gave Team USA a big scare in the gold medal game at in Beijing.

The Suns have put a lot of faith in the unproven Dragic to back up All-Star point guard Steve Nash, who will be 35 before the end of the 2008/9 season. Phoenix took Dragic with the 45th pick in June's draft. They were so sold on him; had forward/center Robin Lopez been off the board at 15 Phoenix would have considered taking Dragic in his place. Dragic's ability to play - and play well quickly - is a referendum on the Suns' scouting department. The window for Phoenix is rapidly closing and Nash cannot afford to be overextended without a suitable backup. That's a lot of pressure to put on an international rookie.

Fernandez (oddly enough traded by the Phoenix Suns to the Blazers in a 2007 Draft Day deal) has the luxury of easing into the Blazers' young lineup. In addition to his 22 points against Team USA, Fernandez stunned center Dwight Howard with thunderous dunk. He'll join guards Brandon Roy, Steve Blake, Jerryd Bayless and Sergio Rodriguez in the Portland backcourt. It's a talented group and the Blazers are expecting to finish the season as one of the top eight teams in the West.

Nets Were Right: After striving to recover from multiple knee surgeries for over a year and a half, Sacramento Kings forward Shareef Abdur-Rahim announced his retirement on Monday. Back in the summer of 2005 he nearly signed a deal with the New Jersey Nets. After coming to terms, the Nets did not like what they saw in his physical - noting his knees were not promising. To the ire of star guard Jason Kidd, New Jersey went in another direction and Abdur-Rahim would ultimately end up on the Sacramento Kings.

He played 152 games over his first two years with the club but could only muster six last season with a knee injury. He last played on November 12th, 2007 which should enable the Kings to omit his total salary from their cap computation before December.

Abdur-Rahim is still owed $12.8 million. He'll still get paid and the Kings will stay above the cap - but they gain plenty of wiggle room below the luxury tax line of $71.15 million. It wasn't a popular decision at the time, but the Nets apparently made the right move in passing on Abdur-Rahim.
