Heat President Pat Riley said this afternoon that the team won't pursue any veteran free agents in the near future because it has only $415,000 available under the punitive dollar-for-dollar luxury tax, and the team doesn't want to exceed that limit.

Riley also said forwards Dorell Wright (knee) and Udonis Haslem (toe) would be limited when training camp opens. Wright, expected to contend for a rotation spot, is still recovering from last season's surgery for a torn ligament. Riley said he expects Wright to be full speed around Nov. 1. The Heat opens the season Oct. 29 at New York.

Riley also said the Heat's 20-man training camp roster, as well as its 15-man regular season roster, would include guard Jason Richards, the rookie from Davidson who sustained a season-ending knee injury recently. Speaking more on the free agency front Riley said the team has "looked very closely" at Shaun Livingston, the former Los Angeles Clippers point guard who sustained a devastating knee injury two seasons ago. Riley said the 6-foot-8 Livingston, who has a 6-11 wingspan, reminds him of Magic Johnson as far as his size. But Riley added there's a "big question mark" as to whether Livingston can get back to full strength.

* This story from ESPNdeportes - by way of El Caribe of Dominican Republic - is inaccurate as it pertains to the fifth year. While they are reporting that the fifth year is worth $7 million and is Garcia's option, a source close to the negotiations tells me that the fifth year is a team option. As in the case of Mikki Moore - who will be paid $2 million of his $6 million if the Kings cut him before next season - it appears Garcia has a partial guarantee in his final year as well. What's more, Garcia is in Sacramento and not in the Dominican as the story states.

* On that note, I have learned that the Kings may be able to get Shareef Abdur-Rahim's salary removed from this season's salary cap number after all.

My research had shown that it was too late to apply for the 2008-09 money to be taken off because he didn't make his decision to retire until this summer, but I've been told that's not the case. The key factor here is this: the first anniversary of his career-ending injury date. Because Abdur-Rahim played in fewer than 10 games, his date of career-ending injury could be deemed just after his final game played last season (Nov. 12).

If the league-appointed doctor confirms this timeline, then the Kings would apply for the relief just after that date this year and likely wind up getting the final two seasons of Abdur-Rahim's contract ($6.2 million and $6.6 million, respectively) off of their cap. Abdur-Rahim would be paid in full through the insurance company.

More certain is the Wolves signing another big body for training camp now that Al Jefferson and Jason Collins are out for the opening days (or weeks, in Collins’ case). Former Pacers center David Harrison worked out for Wolves brass Wednesday at Target Center, but he is seeking guaranteed money and likely won’t be signed.

Houston Rockets forward Shane Battier will be sidelined up to four weeks and miss most of preseason because of an inflammation in his left foot.

He had surgery May 9 to remove bone spurs from his left ankle, and the team said the foot inflammation occurred during rehabilitation. The Rockets open training camp Tuesday.

The 6-foot-8 forward started 78 games last season and averaged 9.3 points and 5.1 rebounds. He was one of the team's most dependable 3-point shooters, hitting 38 percent.

According to mondobasket.it, Air Avellino is on the lookout for a replacement point-guard. The reason behind that is the problem that Dan Dickau is having with persistent back pains. Dan Dickau was their most expensive transfer (close to 1.1 million dollars) this transfer and they had high hopes for him but the condition of his back gives them now something to worry about.

Dickau has more than 300 games in the NBA in total and he played there for 6 years so we're talking about a very experienced and skilled player with great offensive talent. Dickau averaged 5.3 points 1.4 rebounds and 2.6 assists in 67 games with the LA Clippers last season.

Jason Williams announced his retirement Friday, ending his 10-year NBA career less than two months after signing with the Los Angeles Clippers.

Williams, who helped the Miami Heat to the NBA title in 2006, averaged 11.4 points, 6.3 assists and shot 39.6 percent from the floor in 679 games. The point guard was drafted seventh overall pick in 1998 out of Florida by the Sacramento Kings and averaged 12.8 points and six assists as a rookie.

Williams joined the Memphis Grizzlies three years later, and in 2001-02 averaged 14.8 points and eight assists. In four seasons with the Grizzlies, Williams became the club's career assists leader. He played for the Heat from 2005-2008, and started all 23 playoff games in Miami's title run. He signed with the Clippers on Aug. 7.

Los Angeles Clippers point guard Jason Williams announced his retirement from the NBA today, ending his 10-year career. Signed by the Clippers as a free agent on August 7, 2008, Williams did not appear in a game for Los Angeles.

Williams enjoyed a 10-year NBA career that saw him take the court for three different teams, (Sacramento 1998-2001, Memphis 2001-2005 and Miami 2005-2008). A member of the NBA Champion Miami Heat in 2005-06, Williams started all 23 playoff games and averaged 9.3 points and 3.9 assists for Miami in helping to win the organization’s first title. The West Virginia native leaves the NBA with career averages of 11.4 points, 6.3 assists, 1.3 steals, 2.4 rebounds while shooting 39.6 percent from the floor, 32.5 percent from three-point range and 81.6 percent from the foul line in 679 total games. Williams finishes his career with a 2.77 assist-to-turnover ratio.

He enjoyed his best statistical season in 2001-02 when he averaged 14.8 points, 8.0 assists and 3.0 rebounds for Memphis. In his four seasons with the Grizzlies, Williams became the club’s all-time assists leader and all-time leader in three-point field goals attempted in addition to being named the NBA’s Most Improved Player for the 2002-03 season by Sports Illustrated when he finished tied for second in the league in assists per game. Originally drafted with the seventh overall selection in the 1998 NBA Draft by Sacramento after one season at the University of Florida, Williams was named to the 1998-99 NBA All-Rookie Team following an electrifying first season that saw him average 12.8 points and 6.0 assists. Over the next nine seasons, Williams emerged as one of the most dependable point guards in the NBA, averaging double-figures in scoring and at least five assists per game in eight of his ten years in the league.

Houston Rockets point guard Rafer Alston underwent tests during the offseason to rule out a potential heart condition, league sources told SI.com.

Two doctors examined Alston and both cleared him to play, according to the sources. Alston has been scrimmaging with the Rockets this week and will participate in training camp. "Rafer had a few extra tests on his physical," Rockets general manager Daryl Morey told SI.com. "Everything came back negative. They were precautionary."

Morey declined to comment on the nature of the tests. A call to Alston's agent, Dan Fegan, was not immediately returned. Alston averaged 13.1 points and 5.3 assists in 74 games with the Rockets last season.

Gilbert Arenas and the Washington Wizards were fined $15,000 apiece by the NBA on Friday after he ducked out of the team's annual preseason media day, avoiding any discussion of his third left knee operation in 1 1/2 years. A few of his teammates who did speak at the event wondered aloud about when - and whether - their All-Star point guard would be back to his Agent Zero self on the court. "I think probably everybody's worried about that. I think Gil's got to be worried about that," center Brendan Haywood said. "It's one of those things. I want to see him bounce back and be the player he was when he averaged 30 points, six assists, and was one of the top five vote-getters in the Eastern Conference. I think he can get back there. The doctors all say he can get back there," Haywood added. "But in the back of everybody's mind, you're a little worried: 'What if?'

What if Arenas takes longer to return than the vague, December-or-January target he wrote about on his blog the day after last week's knee surgery? What if when Arenas does return, it takes a while for him to get into shape? What if when Arenas does get into shape, it takes a while for him to play at his best? "One thing I'm expecting to happen is that when he comes back, we're going to see Gilbert this year, but we probably won't see Agent Zero until the end of the season," forward Antawn Jamison said, "or maybe towards next year." Arenas has yet to answer any questions in front of a group of reporters since his $111 million, six-year contract was announced in July. His first public discussion of his latest surgery was supposed to come Friday, but he was the only Wizards player the media wasn't able to talk to at the team's arena.

He did show up long enough to pose for photographs, but the team said Arenas cited his knee rehab work in declining to speak. Instead, a Wizards spokesman said, Arenas will address the media Saturday, when the team opens training camp in Richmond, Va. Arenas was penalized "for failing to make himself available to the media," the league said, while Washington was docked the same amount "for failing to ensure that its players comply with NBA media interview rules." Team spokesman Scott Hall said the Wizards wouldn't comment on the fines. The Wizards haven't offered any timetable for when Arenas might be able to start practicing or playing. He first had surgery on the left knee in April 2007, then had another operation in November, and appeared in only 13 regular-season games last season.

A stand-out at the University of Arkansas from 2004-06, Jefferson spent last preseason with the Memphis Grizzlies. The 6’4” guard helped the Dakota Wizards to the NBA Development League Championship last season, and has also played professionally in Japan (Toyota Alvark) and Latvia (Barons/LMT Riga). Jelani McCoy is an eight-year NBA veteran who averaged 0.5 points in six games with the Denver Nuggets last season. McCoy appeared in 36 games in 2007-08 for the Los Angeles D-Fenders in the NBA Development League, averaging 11.2 points and 7.4 rebounds en route to an NBADL All-Star appearance and a place on the NBADL Third Team. Originally drafted by Seattle in the second round of the 1998 NBA Draft, the UCLA product has also spent time with the Supersonics (1998-2001), Lakers (2001-02), Toronto Raptors (2002-03), Cleveland Cavaliers (2003-04), Atlanta Hawks (2004-05) and several other international clubs.

A star at the University of North Carolina, David Noel was drafted by the Milwaukee Bucks in the second round of the 2006 NBA Draft and averaged 2.7 points in 68 games for the Bucks in 2006-07. Noel suffered from a sprained right wrist last season, while with Milwaukee. Noel averaged 20.8 points and 6.0 rebounds in 17 games with the Tulsa 66ers of the NBA Development League last season. After a stellar career at Villanova University that included being selected to the First Team All-Big East Team as a senior in 2006-07, Curtis Sumpter split the 2007-08 in Germany where he played with the Koeln 99ers and in France, where he averaged 9.8 points and 3.7 rebounds in 12 games for JA Vichy.

Battier Sidelined, Now the Sixth Man?:Ever since Rockets fans learned that the Houston Rockets had acquired Ron Artest from the Sacramento Kings in a trade for Bobby Jackson and Donte Greene, the big question has been whether or not Artest would start in front of Shane Battier.

The sixth-man role is one that can't be underestimated. If often makes sense to bring a primary offensive threat off the bench to help the second unit make a push when the starters need a breather. We've seen the San Antonio Spurs use this approach by having Manu Ginobili come off the bench and inserting Michael Finley into the starting lineup. Ginobili is clearly the better player, but he also has an immediate impact on the game when he comes off the bench, whereas the older Finley needs time to get warm and isn't always as effective with the second unit.Ron Artest would seem to be a more logical choice to come off the bench than Shane Battier, following the San Antonio line of reasoning. Artest can score at will from anywhere on the court and is a game-changer defensively. He also pushes his teammates to play harder than they ever have before. Given that the starting unit already features two All-Stars in Yao Ming and Tracy McGrady, it would seem logical to bring Artest off the bench as the top sixth man in the league. After all, Battier is an amazing defender and a tremendous locker room presence, but he's not a lethal offensive player unless he's playing off of one of those All-Stars.

Well, the decision may have gotten a little easier for Rick Adelman today, as the team has announced that Battier will miss all of preseason with an injury to his left ankle. He has surgery in May to remove bone spurs and has had complications with the rehab. The word is he'll be ready for the regular season, but by then it seems likely Artest will have made himself at home with the starters. There's little doubt Battier can adapt to anything the team needs him to do or be, even if it's needing more offense with the second unit, but ultimately the Rockets are just hoping this injury setback isn't a harbinger of things to come.

Decision to Have Surgery:Normally I would plan my offseason workout and what I am going to do to improve and this and that, but all of last season I was kind of dealing with ankle issues. So I talked to different doctors and had a bunch of pictures taken to decide whether or not to have surgery in the offseason or try to go through another season and hope it wouldn’t be as bad the next year. After my agent and I talked to enough people, we decided it would probably be best to at least try to clean it up. I had the surgery done in July on my right ankle. From July until just a few weeks ago I’ve just been rehabbing. Now I’m at the point where I’m trying to get ready for the preseason. I go to physical therapy pretty much five or six days a week.

Where I’m at Physically:I’m cleared as far as my ankle being healthy enough to start playing. I’m not going to re-injure it. It’s just now getting it strong enough, getting all the flexibility and range of motion back and all that stuff. We’re probably aiming at a week to two weeks into training camp before I can be 100 percent doing every activity. Right now I’m just mainly doing straight ahead running and exercises for the ankle. But as we all know, five on five basketball requires a lot more than just running.

Dealing With the Realities of Post Surgery: Obviously it was painful as far as I had to get surgery, I couldn’t work on my game, I couldn’t fly to Croatia to visit my teammate Vlade (Radmanovic) and experience a part of the world I’ve never been to before. I had to cancel that trip. My offseason concert schedule also took a hit. I love to go to concerts during the summer, but when you’re on crutches and in a boot, the last thing you want to do is go crutching around. I tried to go to concerts and there are just too many people around. I got rid of the crutches and saw some local concerts around San Diego, but I wasn’t able to get to any of the ones I really wanted to see such as Bob Dylan, John Fogerty or Bruce Springsteen. It was a down year as far as that goes.

Well, if you believe Otis Smith, and he hasn't always been the most forthcoming person in terms of discussing his direction for the team, Reddick won't be moved any time soon."Not at this point. For one, I like him," Smith told the Orlando Sentinel. "I think he can help us. The guys who've played in front of him, quite frankly, are what we needed at the time. I think in the next 20-30 days, we'll see how things shake out."

Yes, the guys who have been playing in front of Reddick do things like . . .ohhh . . .play defense. They're also capable of getting their own shots without needing a screen every single time. Two factors have had Magic fans waiting for the news of a Reddick trade. First, there have been numerous rumors linking Reddick to trades that would return a solid back-up point guard. Second, the team's signing of Golden State Warriors free agent Mikael Pietrus seems to make the likelihood that Reddick would make the rotation this season beyond remote. For now, it seems the Magic are going to continue to let Reddick sit on the bench and rot. Then again, it would be the first time Otis Smith insisted he wasn't dealing and then turned around and made a trade.

Keeping LeBron: Cavalier's owner Dan Gilbert expressed his frustrations with the national media for their rampant commentary regarding LeBron James pending free agency in 2010, saying he felt it was an insult to Cleveland. There is no questioning that the summer of 2010 will be an interesting time, as it will be one of the largest "Big Name" free agent classes in recent NBA history. The reality is while everyone assumes that New York, New Jersey and Miami will all be big attractive players in the marketplace, the odds that any of the major names changes teams is remote. Most of the teams jockeying for cap space are teams that are rebuilding, teams that are hoping to re-shape their future after years and years of bad salaries. The Cleveland Cavaliers have absolutely the best financial package for LeBron James, he has a history with the team and the team is committed to building a winner. Sure LeBron has done everything but blow kisses at New York, wait he did that too… The odds that LeBron leaves money on the table are slim. There is hope that LeBron will be willing to do that, giving New York or New Jersey a shot at forcing a sign and trade, but in the NBA players do not leave money on the table and we no longer live in a world where market share matters. LeBron James is a global mega star from Cleveland; landing in New York does not make LeBron a bigger name. LeBron becomes a bigger name by winning, and that my friends is what will sway LeBron the most – where can he win and win big. Dan Gilbert has a valid point, it's insulting to a market to believe they are somehow inadequate to support a star, LeBron has done OK for himself in Cleveland, and that's not going to change unless the Cavs head to the lottery. And for the record, Europe is not going to steal a mega star like LeBron, Kobe or Dwayne Wade. That's a huge step backwards for this level of talent. The smart money says Dwayne Wade re-signs in Miami, Chris Bosh re-ups with Toronto, and LeBron James remains a cavalier until the wheels fall off. Why? Because those teams can pay them $20 million more than anyone else can.

Downplaying Marbury: The Miami HEAT will open training camp a few guys short as word has surfaced that Dorell Wright still has not recovered from the knee surgery he had last season, and is still rehabbing the knee that was initially disclosed as a minor procedure, which is now being labeled a much more serious procedure. Wright may miss a significant chunk of the pre-season and possibly the regular season. The HEAT will also be without Udonis Haslem who has a severely sprained ankle, putting UD on the bench for training camp. Udonis is believed to be a bubble guy already at the very crowded four spot for the HEAT, and missing camp may not be a good sign for Udonis. Pat Riley also tried to defuse the rampant speculation that Miami would gobble up Knicks' guard Stephon Marbury or Pacers' guard Jamaal Tinsley if either player was bought out or released. Pointing to the $415,000 the HEAT have under the Luxury Tax threshold, Riley indicated the team would not be a tax payer. Both players even at the NBA minimum would cost well over $1 million against the salary cap, with 12-year veteran Marbury's minimum salary being $1.26 million and Tinlsey's 7-year minimum being $1.07 million. The reality here is if either player were to hit the open market, Miami could still land them and attempt to shed some salary in trade at the trade deadline, as Luxury tax is computed on end of the year salary numbers. Riley's decision to point to luxury tax now seems more like a ploy to remove this discussion from media day and training camp which opens Monday in Miami.

From the beginning of this process Landry's camp wanted Carl to return to Houston and was annoyed how the contract process went. The NBA and the Players Association are expected to look at restricted free agency heavily in the next round of labor talks, as more and more agents see restricted free agency as a negative for their clients, and some accuse the league of collusion in how the mechanics of restricted free agency work. The Rockets have maintained all summer that they would match any deal and simply did not negotiate frustrating Landry's agent. With Landry out of the way the Rockets are expected to announce a multi-year deal with second round draft pick Joey Dorsey this weekend, which is expected to be a three-year deal worth a little more than $2 million. The team will then turn its attention to getting Dikembe Mutombo signed. Mutombo is said to be against signing an NBA minimum deal and with Landry signed the Rocket have a little bit of exception money to throw Deke's way. Signing Deke is now considered more of a formality. These three deals are expected to put Houston into Luxury Tax territory in a meaningful way leading to speculation that both Luther Head and Aaron Brooks could be traded before the NBA trade deadline in February.

Elton Brown to the Bulls: The Chicago Bulls may finally be getting a low post presence, but it's probably not a name many were expecting. Free agent power forward Elton Brown, who has twice led the NBA's D-League in rebounds and double-doubles, is headed to the Bulls. With just 13 guaranteed contracts it's quite likely Brown makes the final roster.

Brown was pursued by a number of teams after a good summer league performance, including the Minnesota Timberwolves, Los Angeles Clippers, Memphis Grizzlies and Atlanta Hawks. Earlier this summer HOOPSWORLD caught up with Elton Brown and talked to him about his excellent summer. "This was the first summer that I actually had the opportunity to showcase some of my skills because before I went to summer league teams that actually had draft picks and they would get all the playing time," Brown said. "I really didn't get the time to play, but Denver actually gave me the chance. They started me and played me 24 minutes a game. It was good to show what I can do."

Brown has played all over the world, including Israel and Greece, after coming out of the University of Virginia. Last season, playing his second with the Colorado 14ers in the D-League, Brown posted averages of 20.4 points and 11.4 rebounds to go with two assists and 51% shooting. The previous season he posted 18.4 points, 9.6 rebounds, 2.1 assists and 52% shooting. In three playoff games with Colorado in 2007 he posted 25.3 points, 11.7 rebounds, and 3.0 assists.

What To Do With Monta: So we now know, probably, how Golden State Warriors guard Monta Ellis hurt his ankle (reportedly in a low speed mo-ped accident), but now the question becomes what do the Warriors do about it? Do they do anything? Mo-peds are on the list of prohibited activities for Elli's – and most – NBA contract, the one he just signed a short time ago for six years and $66 million. The Warriors could tear up the deal and walk away from it, but they won't do that. If they did it would be very difficult for them to bring in free agents in the future. Yes, even if this is completely Ellis' fault and the contract language says they can do it – and arguments could easily be made they should until he proves himself healthy – if the Warriors took advantage of that agents will make sure their players know what could happen if they sign with the Warriors. So there will be no tearing up of contracts, but there assuredly will be some kind of disciplinary action. But what? "I don't think anyone felt like it was the best-case scenario," Warriors exec Chris Mullin said of Ellis' shifting story. "There were some things that should have been done differently. I think he understands that. With all that said, now is the time for him to have our support. He did do something wrong and needs to be accountable for it, but I do think all the energy and effort goes into getting him healthy."

The Warriors' options are open, but they have to be careful for the same reason it wouldn't be prudent simply to tear up the young guard's contract. This discipline will likely be in the form of a fine, but how much? Well, there is precedent. In March of 2007 Los Angeles Lakers forward Vladimir Radmanovic was fined $500,000 – roughly 10% of his salary for the 2006-07 season – for initially lying about the cause of a shoulder injury suffered over the All-Star break (snowboarding, another prohibited activity). At the time Radmanovic felt lucky the Lakers didn't tear up his deal. He missed about two months because of the injury.

If the Warriors do something similar, Ellis' fine would be $1.1 million based on his $11 million 2008-09 salary. However, he's also going to miss more than two months. From now he still will have his ankle immobilized for another 2-3 weeks, followed by a minimum of six weeks of off-court rehabilitation, and then he will need to get back in basketball shape. With training camp starting next week that puts his return to the court sometime in December at the earliest.
