I'd probably go Brady and Belichick.
Sean Payton and Drew Brees next. They made some average recievers look really good this year, with all the injuries.

It's Brady/Belichick number 1, I'm not sure you can even dispute that, but I'd take Payton/Brees next.
First year together with injury issues at receiver and Drew was still incredible.
