First Down: Run
Second Down: Run
Third Down: Run if < 3 yards to go, or pass if more than 3 yards.
Fourth Down: Run if < 1 yard to go past the 50 yard line; else kick FG if inside the 30 and more than 1 yard to go, else Punt
