This is kind of surprising if you ask me, given that safety is our weakest position on D, he's still young, and Culver has shown next to nothing in camp. I thought we were going to keep 5 safeties.

I thought we might cut him or maybe try to IR him since he hasn't looked healthy at all this summer. They were playing Manuel at Collins position alongside Bigby last game, so maybe they go with Bigby, Rouse, Collins, and Manuel, with Manuel backing up both spots.

I think we only carried four last year, which is a fairly normal practice in the NFL.

Why would we?

Four is normal for the safety spot and it's not like we have such a surplus of great talent at the position that keeping a fifth one makes sense.
