My guess - he ends up with the Pats or winds up an injury replacement on some team who loses a WR.
Think about it, the DALLAS COWBOYS CUT HIM. They're basically the last team to not care about charecter in the NFL, and even that looks like it may be changing. It's the 3rd team that's ditched him because of his attitude. He needs a team with a strong coach and other players who will put him in check. The patriots are the only team in the league that has the personal to put up with TO.
I could see Oakland as well, since it is Oakland, and Al Davis is an idiot.

Notice I said it came with the caveat of 'If Jennings won't re-sign'.
Owens is a good boy his first year. Even in Philly and Dallas.
Say Jennings lets it known to Thompson he intends to test free agency. Yes, we could franchise him. But eventually he'll be gone. I'd put him on the block and see what we could get for him. Suggs? Peppers? Maybe. A mid to high first round pick? Possible.
But he leaves a void and we're missing a #1 caliber WR. For one year, maybe two, yes, I would take Owens.

I doubt TT would sign TO even if both Jennings and Driver were injured for the year. We would go into camp with Jones,Nelson,Martin and a couple late draft picks and few camp fodder street free agents that were undrafted.

Sure, let's completely destroy what chemistry this young team has already built.
As far as I'm concerned Owens can just fade away, he's brought absolutely nothing to the NFL other than being the poster boy for the self absorbed athlete who puts himself before the team.
No one can argue that point.
So why in the F would a town like Green Bay want to bring in someone like Terrell Owens???
Whatever teams he ends up signing with, everyone in the league already knows the outcome.

Just saw on Sportscenter that 30 teams are not interested in Owens. The only two that haven't said either way were rebuilding projects in Oakland and SF. My guess would be this would change when teams see how little they can sign him for, but if not, I would guess he goes back to San Francisco where he might still have a following. Call me crazy but if it costs next to nothing, I wouldn't mind him on an incentives based deal. I wonder if they have contracts that give bonuses for staying out of trouble.

During a recent Packers fan appearance immortalized on YouTube, Driver said, “T.O. is a nice guy, if you get to know him, a nice, down-to-earth guy. Could I ever play with T.O.? No. We have talked about if we could ever play with each other. He wants the ball. I guess you could say he’s selfish. He’s a selfish little brat, but he’s a good guy in person.”
Driver contrasted his low-key approach to the game to Owens, noting how he handled not getting the ball as much during a stretch last season as quarterback Aaron Rodgers repeatedly targeted wideout Greg Jennings.
“It’s all good, you deal with it,” Driver said. “I don’t have to prove myself anymore. We had a great connection, one of the best connections in Packers history, me and Brett [Favre]. Now, [Rodgers] and Greg have that connection.
“It worked for them. As the season went on, I had to get involved in the offense and things started working out. You just move forward. I love to play the game. The fans make me excited.”
Jennings caught 80 passes for 1,292 yards and nine touchdowns last season. Driver finished with 74 receptions for 1,012 yards and five touchdowns last season.
