Quick basketball question

If a player attemts a dunk and the opposing player puts his hand under the rim and blocks the dunk is it a goaltending? Please help I have argued a lot over this

cant touch the cylinder my friend or go up and block a dunk under the rim. However, sometimes it happens so fast that sometimes the great NBA refs don't see it. Its goaltending.

it's a goaltend. To block the ball from under the rim means the defense has to put their hand through the hoop, effectively having their hand in the cylinder.
