Brackman was a top 3 talent in the draft and fell due to signability issues and concerns about his arm, the Yankees drafted him knowing he would probably need surgery. They did the same with Melancon and Joba (although thankfully he didn't have an injury).
Cecil was also just a reliever in college and was no guarantee that he could have any success as a start on a professional level. Brackman had about 10 times the ceiling that Cecil had, how would you have reacted if the Yankees passed on a top 3 talent for a reliever in the first round? I bet you'd be thrilled about that. Do you think every draft pick works out or that there are no players that end up better than players taken before them? The baseball draft is like playing roulette sometimes. Besides, Brackman can still end up much better than Cecil, let the guy get out of A ball. Tonight he went 8 innings, 7 hits, 2 ER, 1 BB, 9 K
