At the end of their contracts (2nd Round / Undrafted players) can a team have any Bird rights to them?
I understand if they have an option year a team can file bird rights but what if they simply played out their contracts.
**Basically if a player is not in his option or team option year can a team get the Gilbert Arenas clause to help sign them if that players contract has already expired.

[Your wording was such a garbled mess of non-sequiturs that it was impossible to decipher what you're trying to ask. The following in particular made no sense: "I understand if they have an option year a team can file bird rights but what if they simply played out their contracts."
The formatted text above doesn't really accurately reflect the actual sense of the CBA rules at all. In particular, teams don't "file Bird rights" (whatever that is supposed to mean), and Bird rights are not tied to option years anyhow. So trying to answer questions based on underlying wrong assumptions creates an exercise in confusion.]
But it somewhat appears that you might be asking how the Arenas provision works, and http://members.cox.net/lmcoon/salarycap.htm#Q37 explains it all.
"Teams are now limited in the salary they can offer in an offer sheet to a restricted free agent with one or two years in the league. The first-year salary in the offer sheet cannot be greater than the average salary (see question number 24). Limiting the first year salary in this way guarantees that the player's original team will be able to match the offer sheet by using the Early Bird exception (if applicable -- see question number 19), or Mid-Level exception (provided they haven't used it already)."

They can have pelican and cardinal rights, but not blue jay or sage hen rights.
I understand if they have an option year a team can file bird rights but what if they simply played out their contracts.
Then they must play in Chechnya or Sri Lanka for a year before they have a chance to return to the NBA.

If because of injury to any body part below the waist, a player has played less than five games over the last two years, that player can invoke his Arenas rights and sign with any team in the league with his salary not counting against the cap (except in Canada, Minnesota and South Carolina where state law prohibits it).
Amen.

Wait, I thought Gump was supposed to be meaner than Dunk... am I just remembering this wrong, or is it bizarro day?

Dunk is a genuinely nice guy who can get ornery when he wants to. FGump is the converse.

It all depends on whether I get the proper balance on my meds or not.
