Ah Dude I think you might be forgetting that a team called Orlando won back to back lottery's and they lost a tie breaker to make the play-offs after shaq's rookie year then went and one the very next lottery and did the penny, cwebb and 95 first round draft picks
Rules back then were different than they are now. Before, it was much more balanced from 1 to the end of lottery. But after Orlando's success (Shaq/CWebb pick) and Charlotte's success (LJ and Zo), the NBA decided to revamp it.
Honestly, I wouldn't mind seeing it again, though perhaps at a smaller odds than what they had before. Before it really gave the feel of a lottery, now it's pretty much the same until you get to the 5th spot or so, where movement really starts to happen.
