Phillies: Hamels is coming off one of his best starts of the season, reaching double-digit strikeouts for the first time since June 11, 2008. He allowed two runs over eight innings -- important for Hamels, who had talked about the need to pitch deeper into games -- and had lasted seven innings only twice this year. The 25-year-old lefty got a no-decision on June 16 in his only career outing against the Blue Jays; a pitch count of 110 ensured his departure after six innings, even though he had allowed just two runs.
Blue Jays: Romero went seven innings for the second start in a row, recording a win in a 9-4 victory over the Nationals on Sunday in Washington. He allowed two runs -- both on a single in the second inning that plated two -- on eight hits, while issuing three walks and striking out six. Romero has one career start against the Phillies -- a seven-inning effort on June 16 at Citizens Bank Park, where the left-hander gave up three runs on his way to a no-decision.

Scouting Report:
Phillies: Happ pitched in and out of trouble against the Orioles in his last outing, allowing 10 hits but only two runs in six innings. Still, he considered it progress compared with his prior two starts -- in which he gave up nine runs in 11 innings -- saying that, on Saturday, he missed down instead of up. Happ has not lost since his big league debut in 2000 and has never faced the Blue Jays.
Blue Jays: Mills made his Major League debut on June 18 in Philadelphia, earning a no-decision in a game the Blue Jays won, 8-7. He needed 94 pitches (53 of which were strikes) to get through 3 2/3 innings and allowed four runs on six hits and four walks. Three of those runs came via the home run -- Phillies left fielder Jayson Werth hit a solo shot in the second inning and shortstop Jimmy Rollins went deep in the fourth inning with a man on base. Mills' spot in the rotation was skipped over, and he will have had eight days off between starts when he pitches on Saturday.

Phillies: Moyer allowed one run on five hits while allowing three walks and striking out four in six innings to pick up the 251st win of his career Tuesday in a victory over Tampa Bay. It tied him for 43rd place on baseball's all-time list with Bob Gibson. "You're looking at Jamie, who's been around, throwing 80 mph, carving us up," Rays manager Joe Maddon said. "Baseball's a beautiful game." Moyer needs two more wins to tie Carl Hubbell (253) for 42nd place on the all-time list.
Blue Jays: Tallet shut out the Reds for six innings on Tuesday at Rogers Centre, earning a win in the Jays' 7-5 victory. He allowed only three hits -- none for extra bases -- and issued one walk while striking out seven, which matched a career high last achieved on May 9 in Oakland. Although Tallet was having no trouble with the Reds and had throw only 90 pitches, he was pulled from the game after the sixth inning, since he was pitching on only three days' rest. Tallet has never started against the Phillies, but has made six career appearances against them as a reliever, pitching 9 1/3 innings with an ERA of 3.86.
