I'm just looking for clarification on waivers. Is the following scenario allowed? Boston (or another team) realizes they should have traded for Halladay. so, they call JP up, offer him an amazing package, and JP says they will put Roy on waivers. The moment Roy goes onto waivers, Boston claims him. They now have one week to finalize the pre-arranged trade. Is this allowed, because if it is, it really doesn't seem that difficult to continue with the trading process.

Waiver claims are offered in reverse order of standing, so the worst team in the league gets the first crack at him. For a playoff-caliber team to be able to place a claim, two-thirds of the league would have to pass on him first...and that's not going to happen.
