Because people are not reading and realizing where threads belong to begin with, EVEN with a HUGE sticky on top on how to create and where to create threads.
The GB as of the past 2 months has had all sorts of threads that don't even belong there to begin with. And, small threads are locked, and most of the larger ones with discussions are usually always moved.

I doubt locking them instead of moving them sends any kind of message. It's best to just suck it up and move it.

It does, and it has worked in the past. A few times the same people re-create those same threads that are moved, but they soon do get the message.
