In Seattle? It depends where you live, last time I was there was for college and I was in the Redmond/Bellevue area which is where Microsoft has their headquarters and yeah it was expensive. We were paying 1600 a month for a 2 bedroom smaller apartment, over twice what I pay to rent a 3 bedroom house here in Milwaukee and where I'm at now is nicer, bigger, has more included, etc...
Like any city though there are cheaper suburbs but yeah if you want to live in the gated communities in Bellevue/Redmond where all the Microsoft, Nintendo and other various video game/programming companies in the area live yeah you will pay a lot, or if you want to live on the lake. But there are cheaper neighborhoods.
I also lived in Olympia at one point in my life for about 6 years which is about an hour south of Seattle, much cheaper to live there though you probably wouldn't want to commute 60 miles every day.
I doubt living expenses are a factor for Carroll either way

But I know you weren't talking about cost of living for him.
