Well, Khan could force Rambis to play Cardinal or start Sessions but that wouldn't make any sense. If he's going to micromanage to that extent, he might as well coach the team himself.
In certain situations, the GM can and should push playing time for players. Especially when the result is a good player leaving the team for the sake of someone who would never play again.
