Can anyone explain to me why the illegal touch penalty isn't an automatic loss of down?

Not sure, though they called illegal man downfield instead of the illegal touch.

Were they really rushing extra people? I think hey were getting pressure with just 4. Dallas can't cover 5 receivers.
