As you can see, no one thinks Lull is among the best. Lull is an impressive player in terms of his motor, his north-south speed, and his leaping ability. But he is a poor man defender (his lateral speed is too slow to guard most European point guards) and on offense he is basically a spot shooter or a guy that will score off steals or lobs.
He's strong and he's actually more like 6-4 than 6-3. He plays at point guard, but he's not a point guard. He's a shooting guard with a bit of combo guard. His handle is excellent so that allows him to play as a point guard, even though he is clearly a shooting guard.
He is a good player and very talented and extremely athletic (whether in NBA or any other league) but I don't think he will be an impact NBA player. He is good enough to be on Spain's national team and on a big Euroleague club like Real Madrid but not as more than a role playing rotation player. Role playing rotation players on big Euroleague clubs and big European national teams can all play in the NBA, but they will not make an impact. You are talking about a third string point guard or third string shooting guard on Spain's national team and a backup on Real Madrid (a big Euroleague club but not an elite one).
So I think in the NBA he would be a backup point guard (just like he is in a good Euroleague club). But I do think he is better than Kyle Lowry. So he is nothing special and no one in Europe even considers him in the discussion for best point guards in Europe, but he would be better than Lowry is. It seems that some Rockets fans might be under the impression that he is a star in Europe, which is untrue. He would be an upgrade over Lowry, but not much more than that. He is a little bit more talented than Rudy Fernandez I think, but still something like a 6-8 man in a rotation. He is definitely an NBA level player though.
1 year ago i probably had agreed with you but the guy keeps improving, his ability to read the game and distribute specially, remember he's only 22 years old, not all the players develop at the same speed.
If you want to try to measure the elements of basketball that are supposedly unmeasurable, spend a game just watching Marc Gasol.
