Without taking these types of risks, NBA teams end up treadmilling. I'd rather see the risks being taken and failing since eventually ONE has to pan out sooner or later, than a team take no risk at all.
I don't know. Jennings, after a thunderous start, really came back down to earth and now his production is about average because his shooting has been just terrible. He still does many things very well so the future is bright, but the Bucks' success this season is, I think, more from the solid healthy core of Bogut, Salmons backed by M. Moute, Ridnour, Delfino, etc, who all have been really good role players.
In any case I really like Jennings' future, but I'm still not sure if picking a player like him is a good strategy. More often than not, you'll end up with someone like Sebastian Telfair or Gerald Green.
