Rosters are set as of right now in the NBA
Rules
1. No trades allowed unless your roster page has all player and team salaries.
2. Each roster page must be kept up to date with transactions, assets, waived players, pick restrictions, and any money owed on what may appear an unguaranteed contract.
3. Vetos - Any player in the game can request a veto on another players trade by emailing me
4. A trade will be identified as being vetoed and its status pending for 24 hours so that other GMs may take a look at it. 3 Vetoed trades will be cause for dismissal.
6. Trading - Trades will be approved after 24 hours. Your newly acquired players can be traded immediately after the trade is approved. However, you cannot include them in a trade prior to the initial trade being approved.
eg. Milwaukee trades for Dwayne Wade, then an hour later trades Wade to LA for Kobe. I will not even look at the 2nd trade and it will have to be re-posted after the first deal between Milwaukee and Miami is approved.
7. Trades will follow the NBA's regulations found here http://members.cox.net/lmcoon/salarycap.htm
Please read up on BYC and PPP. I will be checking for these.
8. You are expected to reply to EVERY trade email you receive. A quick No im not interested is an acceptable answer. This lets the other GM know you have got the offer and do not like it. They will then not waste their time or yours sending the same offer again. Also, try not to be ignorant when someone offers you a 2nd rounder for Amare Stoudamire, Acceptable reply to this is You are not even close on this trade. Not, Are you an idiot cause that trade is horrible. Its insulting and we dont need that in our game even if the offer is idiotic. People have different values. A Toronto Fan may see Bargnani as the next Dirk (lol) and offer him for Melo...in their eyes its fair value.
9. We will be using draft picks up to 2012 only. However, some teams have already traded the rights to picks beyond this to other teams.
10. Injuries - Everyone is healthy.
11. Roster Limit - For the 1st week of trading you can go over the roster limit. Afterwards you must have between 12 and 15 players on your roster at all times.
12. Waived players can be claimed by emailing me, I will email you back and post in the trades thread if you are able to sign them. Min contracts anyone can pick up. Players who are waived who are making more than the MIN can only be signed by teams that are under the cap and have enough room to pick them up. Players DO CLEAR waivers in this game after 1 week. Email me the offers.
13. All Extended Players and FA signings can be traded but the player has the right to refuse. E.G - Amare is signed to a max in phoenix and then traded to Team B (A team of lesser talent and no direction) Amare has the right to refuse the trade.
14. 10/11 Salary cap : the cap will be set at $55,000,000 and tax at $65,000,000 just to give everyone a heads up.
15. There will be a Hard Cap of $95,000,000 - By the time this game ends your team can not exceed this limit
15. 2nd round Draft picks salaries are 500k, 700k and 750k for 3 year deals.
16. Trade Exceptions - a list of these can also be found on shamsports. They can be used for trades but like the real NBA they cannot be combined with players. TE for a player is fine, TE + player for a player is an illegal trade.
17. All Rules are subject to change/new ones made, this is because we always have to change rules when we run into problems in the game.

we are starting with 2010/2011 salary since the 2010 season is over correct? I noticed someone posted salaries starting with this past season and is offering 2010 exp (which should have now expired)
are you going to decide the player options and ETO's now?
Is trading using 2010/2011 salaries starting as soon as all teams are filled?
I assume we will be starting with the draft, then going into FA then the 2011 season. is that all or will it go beyond that?
do teams need to post a dicission now about QO's (making a player a RFA this season like Rudy Gay or declining to QO making the player a UFA like Adam Morrison)
when do 2010/2011 TO's need to be decided on (or unguaranteed deals and partial guaranteed deals)

Portland here. I think sambone has covered off most of the questions - would be interested to know the judging criteria before we get started.
I know we've not got going yet, but in case anyone reads this before joining and has any trades in mind, here goes:
I'm not planning on taking the route of the last Portland GM and going crazy with salary. I appreciate the team's owner is very wealthy, however he has got that way by being a shrewd businessman so don't expect me to take on salary just because

Given that the likes of Oden and Pryzbilla are healthy, I have way too much depth at Center (Camby / Oden / Pryz / Juwan) so any of these guys are obtainable. Miller, Aldridge, Bayless, Fernandez etc. are all also available for the right offer. Heck, I'll even trade Brandon Roy if you give me Dwyane Wade or another top 5-10 player!
I could do with a guy like Paul Millsap at Power Forward, and I would like to add a more athletic wing or forward. I'm looking for tough guys, and guys capable of changing the tempo.

Just in response to the overlying question in your post... MJ stated we're not starting with the draft in the NEW GM A TEAM 9/10 topic... so I can only assume we're starting at the beginning of the 09/10 season.

did not realize we were doing another 2009/2010 season. If that is the case, I will pass this go round. I see no need to play a season that is already done in real life and has been played 3-4 times already. I thought we, like the real nba, have finished the 2010 season

that is what I thought the pplan was, but it appears this is a last season game, not a game of the present and future.

I thought we are doing short trading using 09/10 season prior to the draft based on proposed timetable in new GM A Team thread.

what is the purpose since the NBA trade deadline was back in Feb, it is now May. If we are using 2010 standings for the draft, why would we allow teams to change their 2010 roster?
trading before the draft is good since some people don't like the draft or don't have picks, but it should be with 2011 salaries as it is in the NBA. Unless it is a ATL (or similar game) it should be moving forward, not rerunning a game that has been done 4 times already

This is what mascot posted in the other thread and my interpretation is the start of 09/10. Either way i am fine with what is acceptable to majority.

Well what would everyone like to do? Here's what I'm thinking honestly:
Let's enjoy the playoffs and start after the draft. It will give me (and those helping me out) sometime to work out the kinks and we'll run with the 2010-2011 season.

To make the game more realistic I agree doing it things as if as of start of playoff and its the final roster heading to 2010 free agency.
Next step is the lotto simulation based on actual 09-10 regular season rankings. Either we wait for the actual lotto simulation or we use simulator available like what is available in ESPN. If its the latter, MJ runs it say at least 5 (or more times) and then average the results of draft position.
Trading at the moment is restricted to draft picks and draft rights or we allow trading now but only involving contracts that are past 2010.

Given all the comments so far, and people's reservations about running a draft, how about the following?
Allocate all draft picks in the 2010 real life ranking order (e.g. NJ #1, Minny #2 etc), and allocate players according to a mock draft e.g. Draft Express (e.g. NJ #1 - Wall, Minny #2 - Turner etc.). Therefore teams start with their draft pick already completed.
