Calling Toronto, What does that mean?

Let me start off by saying I have never been a Hockey Fan at all, but this year I found myself watching NHL games and I am starting to get into it. When I see a game and their is a dispute, they always say something like "They are calling Toronto and checking the replay". And the Referee goes to the booth to evaluate. What exactly does that mean? I thought the HQ was in New York.

They have to confirm every play they review with the HQ in Toronto its in the rule book.

From the NHL rule book:

39.3 Reports - Following every game, the Video Goal Judge must call the National Hockey League Toronto office and provide a verbal report of all video reviews conducted during the game.

Video Goal Judge reports are to be faxed or sent electronically to the National Hockey League Toronto office immediately following the game.

All video-replay is handled in Toronto, I think at the ACC.
