cleveland has a total team salary of roughly 45,903,741, since lebron has opted out....
so why is cleveland allowed to re-sign lebron, when another team with a 45m team salary cannot sign him?
also, say for example a team needs one more roster spot to fill, and they are 4 million under the salary cap, but they want b.haywood who let's say wants 7m, can they sign him?
also i thought of something else i wondered, how does orlando have any chance of re-signing redick or barnes, if they are already over the salary cap, and furthermore into the lux.tax?
- is it because it is their free agents? what if instead of wanting barnes, the magic want to sign a player from another team who is asking for the same amount as barnes - can they sign that other player?
thanks

You need to read the basics of the salary cap. Fortunately larry coon has put together a very helpful FAQ to answer the most common questions. Here is the section about bird rights which are what allows cleveland to resign legron when another team with the same salary could not sign him outright. http://members.cox.net/lmcoon/salarycap.htm#Q19
