NBA summer league

i got a couple questions about the summer league..
1) are all teams playing in it (if not, are the kings)
2) do 2-year players play in it (like tyreke, casspi, or brockman)

The kings are in the las vegas summer league, and 2nd year players do play there. Not sure your guaranteed to see those 3 there but there is a good possibility

Is their an age limit to play in the summer league or what?
Because, I remember a few years back Ron Artest Played for are team in the summer league..
