I found this to be a good simple read on how S&Ts work, don't work, who has the power, etc. If you proposed a S&T scenario around Joe who should read the article to make sure you are based in reality first.

Re: Good Article on Reality of S&T
Hasn't it always been the case where the players have been able to go to places they wanted to go?
I have seen this like Jabbar heading to LA or Barkley wanting a new start somewhere.
You don't want a disgruntled player in any situation, and you try to make the best of it should they want to go elsewhere.
Saying that, I still think there will be a few FAs who will be glad to compensate their former teams by getting an xtra year of salary in their contract. Yes, the selected teams the players choose might be the better choice, but it can still work for teams who have huge holes in their roster.
Once we get thru this FA summer, we can see if gutting the roster is the best thing to do as an organization. NJ and the Knicks have got to be awful nervous about not getting a big return on their efforts.
There is no clear cut way to improve your roster this summer; lots at stake for plenty of teams and everyone won't be satisfied either.

Well, there's a catch though: how the current rumor mill is going, I really think JJ wants to go to HOU or DAL. It makes sense: he's from Arkansas so it's a bit of a homecoming, he can be either team's major FA signing, and they've got enough parts that they could make a deep run in the NBA playoffs. Over these teams, as noted in #6, we've got leverage.
Even if JJ comes to us and says: work an SNT with whichever of those teams he elects (who attempts to low-ball us with a take it or leave it attitude) or I'm signing with NYK, then my personal attitude is let him sign with NYK. There are a lot of reasons to do this, but my main 2 are to let JJ 1) leave $20+ mil on the table and 2) be the villain. The PR move in saying that we tried to keep JJ to the bitter end, yet JJ decided to turn his back on the fans, would be worth it's weight in gold every time he comes back. We'd sell out Phillips every time he comes back. If everything plays out right, fans would bring monopoly $$ and shower JJ with it when he enters/leaves the locker room (which is great since the irony is that he'd have left $$ on the table)... maybe even bring baby blankets to cry on. Having a villain could actually create the excitement for the fans of ATL that ASG has been hoping for when building a 2nd tier in the East. For all the BOS series did for us 3 years ago, it was Zaza vs. KG that really stands out to me in that series and that dust up prolly had more to do with people calling the ATL-BOS series a "rivalry" than actually taking them to a game 7... If we take back anything for JJ, we completely lose that leverage with the fan base.
Look, I'm not expecting the moon in a SNT for me to accept it, but yes, I do expect to get some combination of players & picks. If HOU offers Martin, then yeah, I'm in. If DAL offers Dampier and Beaubois, then yeah, I'm in (esp. if we can spin it into a 3-way with GSW for Biedrins or Ellis). But if I'm the GM, I'd prefer to let JJ go to team with a bunch of cap room than take some something that's less than what WASH got for taking on Hinrich ($6 mil + #17) or what OKC got for taking on Dequan Cook (a 14 pick slide up to #18 in the draft... on top of the fact that Cook is still young enough to be an OK prospect). JJ is worth more than cap room especially for a team who considering him to be their star FA acquisition.

Actually there were some years in which no attractive teams had cap space forces free agents to settle. There have also been years when teams had a lot of cap space but no attractive options like when Chicago overpaid Ron Mercer because everyone turned them down.
