Honestly, my best guess is this.
The Spurs need to cut down on this year's salary. We were so far over the tax and that's not even counting Splitter's signing and filling the rest of the roster yet. So the Spurs' best option to do this is by making Jefferson opt out of his contract.
Obviously, to entice Jefferson so he opts out, the Spurs need to offer a new deal in place. Let's say for example, the Spurs offer 4 year 30 million. Basically, Jefferson is getting a 3 year 15 mil extension. They give this to Jefferson with the saying that if he can get a better deal elsewhere, then you can go. If not, this offer will be on the table for you no matter what in return for you opting out of your contract.
This is the only way both parties look somewhat smart.
I personally don't believe that the Spurs are just so lucky for having an extremely dumb Jefferson.
