Wrong and wrong. Once we are against the cap, we can start using the mid-level exception every year and the bi-annual LLE. If anything, we would only get stronger every year.
But the majority of our money is still tied up in so few players. So yes, we are vulnerable. That being said, unless two of them go down with injury at the same time, I don't see it being a gaping problem.

So which should you do first when you have the chance?
We old-timers that've been through this process a couple times (Zo/Juwan offseason, Shaq trade) and know for certain that role players can be found EASILY. When we traded for Shaq, everyone was like "They have no PF to play with him now! Oh no!" But it turns out, Haslem fit beautifully. You can go back through Riley's history and find DOZENS of role players he's found and turned into something valuable.
Relax. Let's focus on the core of stars first. Role players are the easy part.
