I think there is a lot of homerism going on, but, at the same time, it's hard because you are comparing guys who are often injured vs. guys who aren't, and also offensive vs. defensive players. Noah is a defensive guy. His big limitation right now is that he doesn't have the bulk to effectively play Shaq or Howard. Like Tyson Chandler (or Marcus Camby), over time, he should develop it.
I don't know that I could do a straight ranking. In overall potential, he's behind guys like Bynum, Bogut and even Lopez, but right there with guys like Nene, and a touch better than Perkins (Perkins is often underrated, though). I would take Noah over Kaman due to injuries and general slowness. But I'd think long and hard if LA offered a Bynum for Noah trade. The thing is, the Bulls also need the intangibles that Noah brings to the team - so given that, he's almost untouchable.
Meanwhile, at least we know that Noah is better than Chandler and Okafor, and a top-half center. And he's not old, like Camby, not always injured (fingers crossed, knock on wood), and plays very, very hard.
