Trufant franchised

I guess this is not surprising: http://www.thenewstribune.com/sports/se ... 89013.html

I'm a little confused by the paragraph at the end:

Because the Seahawks designated him a non-exclusive franchise player, other teams can negotiate with Trufant. The Hawks have right of first refusal on any offer, but if Trufant leaves, Seattle would get two first-round picks as compensation.

Is this "non-exclusive franchise player" a new concept? It sounds like a cross between the franchise tag as I've always understood it and the transition tag that the team disastrously used on Steve Hutchinson. Actually, I guess it sounds most like restricted free agency where the team has made the highest qualifying offer. In any event I'd probably be pretty happy with two first-round picks, along with not having to pay the Truf the $9 million per year he's seeking.

I am on the bandwagon TRADE TRUFANT. This guy is too costly for us to keep. He is not worth top 5 CB money. I was suggesting trading him to the Giants for one of their RBs and possibly the 31st pick.
