Let's put it this way, I think there are two main reasons why the Jazz effectively let Booze go and went after Jefferson.
The first is that they think Booze is as good as he will ever be and will not be able to take the Jazz any further than he already has. Is Booze a better player than Jefferson right this moment? I think he is. However, the Booze that just left Utah was a much improved and refined player than the Booze that left Cleveland.
The second reason is that Booze's finesse post game has trouble against exceptional length, while Jefferson's power post game does not. While Booze is probably more effective offensively against 80% of the NBA teams, it's the other 20% of the NBA teams the Jazz needs to get by to go deep into the playoffs.
Can Sloan work his dark wizardry and get Jefferson his 6-year max S&T deal with NY in three years? It may be worth paying money to find out.
