Yes, Miami was given MLE and TPE (Beasley) but those count against the cap and had to be renounced to sign players.

So next year MLE for Miami. But yes, basically you cannot use MLE if you have more than MLE in free cap space, because MLE will count against cap. Same for TPE, will also count against cap.
