All those titles you mention were third tier singles titles at best and even when on the line added little to a match. The WORLD tag titles though while not being on the level of a world singles title can add a good deal to a match between two good tag teams
If they're not going to build the titles to be prestigious, then why have them? In other words, would you get excited to see Hart Dynasty vs. the Usos right now for the titles? Nope. Both teams are barely on TV and the titles are barely contested. Same thing with the US title right now; Miz hasn't defended it in months. Cliff Levingston is looking forward to Danielson/Miz at NOC but the last reason why is because the title is on the line.
They've done a better job with the Intercontinental title as Kofi/Dolph have hotly contested it lately, but before that they've got McIntyre, Dolph, Kofi and even Mysterio in on it.
As long as we're on the topic, it's pretty funny how the World Title is totally secondary to the Kane/Taker feud right now. If you don't stop and think about it, you lose track of that little fact. Maybe it has something to do with the fact that Kane shouldn't ever be your world champion, but whatever.
