If the Knicks have a better pick than the Rockets, then yes - the Rockets can choose to swap picks.

Unless the Knicks have the #1 pick overall, then it is protected and the Rockets cannot swap picks.

Funny. Too early for this though. 3-3 vs. 1-5 isn't that huge of a gap just yet.
