Why WTH?
One of the best defensive players in the game who puts up a 134 OPS+ the past two seasons is very valuable, likely a top 15 player in all of baseball. You can make the case that the Rockies may have taken an unneeded risk as they still had him signed for 4 years/38.75M, now adding 7 more seasons onto that for 130M. I personally would have waited a couple more years if I were the Rockies, but he also took a little bit of discount, as on an open market he is worth more than 18.5M annual add-on he got.

i dont think its a good idea for mid market teams to have so much dough tied up into one player

He's worth the contract, but I don't get why they had to do it. But I guess atleast they don't have to worrry about him walking at the end of his deal.

Because investing so much as they have done so in this transaction being the team they are just makes no sense. Wouldn't it have been wiser to spend the money elsewhere? Or better yet, was there even such a market (pre-Wash overpaying Werth) to pay Tulowtizki this?

Well, he's put up monster stats at a premium position (SS) where offense is hard to come by. That makes his value considerably higher than say the same offensive production at a corner outfield spot.
Still, ten years is an awful long time to have a player locked up for, no matter how good he is. He was already committed for three more years, but apparently he was the one who wanted a longer commitment, and I guess the GM wanted to keep him happy.

Nick Nurse recounting his first meeting with Kawhi:
“We could have gone forever. (Raptors management) kept knocking on the door and I was like, ‘A couple more minutes.’ Because we were really into it."

The length of the contract is a HUGE risk for a middle infielder.
