On any given team going on offense, you need someone to set up the offense, designated scorers, generally one on the wing, one on the post, one guy to get the offensive rebound and another guy who can shoot well enough to setup the spacing. That's your 5.
On defense, you need a defender per each opposing player doing what was listed prior. Not only do your post defender(s) need to defend, they also now need to rebound. Some of them whom are able shot blockers have an additional role to play when the ball is funneled to them on a dribble penetration via defensive schemes. Coupled with your ball stopper and your passing lane defenders (i.e. your defensive minded point guard and your wings), every player has at least one role to play on offense and one role to play on defense.
On some teams, you might be lucky enough to have one person do two things well on offense and do one thing well on defense. This person will naturally play more minutes. However, if we look at the roster here, with the exception of Lowry and Scola, we don't have any two way players. Brooks isn't one, Martin isn't one, Battier is too offensively limited most nights to be one, Brian Miller is seldom a rebounder, rarely a shotblocker and at best plays sieve like defense. Since this team lacks two way players, it is very important to have a full roster of capable folks who the coach can employ on a min/max on any given night to deal with matchups. If we had more multi-role players, the roster could feasibly be shortened, but right now doing so, I feel, would leave certain players to be overworked.

Personally i prefer a 8 man rotation myself. But considering this personnel, 9 is probably ideal.
If you look at our PG situation, regardless of who starts, one of them isn't gonna be happy playing 16MPG off the bench. That means in order to keep both of our PG happy, Lowry must be getting minutes from the SG spots.
If i was the coach, i would kick Budinger off the rotation entirely. Give Courtney Lee's SG minutes to Lowry and give Budinger's minutes to Lee.
My rotation would look like this:

Martin(31)/ Lowry(11)/Lee(6)
Battier(28)/ Lee(20)

My only concern is can Lee defend SF? He's only 6'4 200 pounds. Can he guard the Lebrons, Paul Pierce of the world? Probably not. Eventhough Lee isn't an Ideal SF defender, we are still not losing anything defensively by removing Budinger out of the rotation. There isn't anyone in the world Budinger can guard that Lee couldn't.

Did not say this is for the next game but seeing this as the eventual standard distribution for the team by 2nd half of the season. TWill has 2 way potential so he will be valuable for a team full of specialists other than Lowry and Scola. Hill has 2 way potential too if he improve his on court awareness.

usually it's humanly impossible for a 6'5 200lb guard to defend players that are 6'9 230lbs. he can guard the smaller forwards but not guys that are 6'9 230lbs. they'll post him up all day, or drive on him.
