Deron Williams now is definitely up there. A couple of years ago, I would say Jason Kidd had the highest basketball IQ out of any player (early 2000s). The guy could read a play five seconds before it occurred.

Nash, Rondo, CP3, Duncan, Kobe... you can make a good case for any one of a dozen or so contemporary players as having the highest BBIQ.

But Bill Russell had the highest BBIQ ever. No close second.
