I agree with Leor_77 on the Valley, its a great area to search but dont get to deep like Sherman Oaks or north of that. It seems you inquiring about north of the Downtown area. That area to my remembrance isnt too violent or dangerous. Simply because the there is a Police Academy in the area and the largest Police Station in Los Angeles (Rampart?) is in the proximity.

If you want to live by the library that general area is considered downtown district or Chinatown

City -Data is also a great resource from people who could be your future neighbors. However for some reason the California forum and especially the Los Angeles section is EXTREMELY negative about every thing concerning moving to LA or California in general. For example the posters like to claim that its the best place in the world to live but discourages anyone who inquires about moving there or returning. So keep that in mind when reading the post but 95% of the info is dead on.

Sorry couldn't find specific info on Library area because its mostly hotels and very few apartments/condos all of which are very new or extremely old Pre 1940 and not in the best of shape with extremely shady people living there.

Little Tokyo, Los Angeles

Lil Tokyo is probably the classiest of the places near downtown that are the most affordable. Very family oriented and frequently patrolled by cops due to the stations (plural) that are in the area. There is a good sized community of homeless people there that arrive at night. By the daylight they have gone into downtown. I have know several people that say that the homeless there are mostly harmless because they are there to sleep.

The pluses are there are good number of studio apts. in the area. Lots of young 20's to late 30's single people living in this area. This area is a home to many visual artist and musicians. Somewhat similar to the Silverlake community except not Silverlake have more single family homes. The population is mostly Japanese many of them speak English very well. But if you live there don't assume everyone speaks English. There is more parking in this area at night. Not very much foot traffic at night. There are few bars, clubs and restaurants that frequent hipsters and or an Asian crowd. None of which are known to be violent. During the day parking is none existent so you may have to walk everywhere. East of this area its very shady looking lots of abandoned warehouses and factories but there is no reason to go over to that area unless you work there.

i used to live in an apartment in a great neighborhood, quiet, and not too far from downtown LA in Whittier and paid around 1000 a month.

I used to live in Glendale paid 600 for a basement studio apartment. Fave place and Best deal ever! I think I was the only tenant that wasn't Hispanic though :wink:

Moving into a decent two bedroom apartment for $800 a month ($400 a piece for me and my roommate). The kicker is paying electricity because heating is electric and I live in Pittsburgh.
