A new Avatar

My friend has always done it for me. So i'm looking to learn how to make a picture small enough. to be my new Avatar. I know i need the URL, but its getting the picture to size. Is there a site to do that? and once i do that how to i place the picture. I'm looking for a little list of steps so i can do it on my own for once. Thank Guys

worst case scenario, you could always use ms paint. copy paste edit etc.
